For the record, ObamaCare's billing portion of the website has not be built, as of February 13, 2014.

This is not poor management or simple incompetence; rather, we are looking at a group of individuals who are not qualified to function in their given capacities . . . . . . period. They are a joke.

Obama administration officials said they did not know how many people signing up for coverage had paid their premiums because the government had not finished building the “back end” of the computer systems needed to pay insurers. (NY Times 2/13/2014)
