Timeline for DOD certification of Ukraine:

2017   Under an admittably corrupt government, the DOD certified Ukraine for receipt of US aid.

2018  Ditto.

2019:  April 21, Zelinisky won the national election.

            May 20:  Zelinsky is sworn into office

            May 23:  DOD certifies Unkraine for U.S. assitance (just as it did during the corrupt
                                        years of 2017 and 2018.

Understand the the Dems point to the DOD's certification on May 23;  never mind previous certifications while Ukraine was in the midst of an extremely corrupt historicity;  never mind that the new govenment  (Zelinsky and company) had only been sworn into office on May 20,  that moves to fight corruption had not had time to develop,  that Trump had no way of knowing if Zelinsky would be like his predecessors , a possibility poisted in the following referenced article: 

August 20, 2019  -   https://www.fpri.org/article/2019/08/the-pendulum-of-ukrainian-politics-one-day-youre-in-the-next-day-youre-out/,  an excellent "E article" was published laying out the fact that Ukraine had promised to fight corruption before without fulfilling its commitment to do so  . . .   on more than one occasion.  The author made clear what had to be accomplished by the Ukraine Legislature.  By September 3,  Ukraine had passed into law significant anti-corruption legislation  (negating a Ukraine law that gave immunity to its legislators).   One week later, September 11, Trump release his hold on US assitance to Ukraine.  None of this is ever mentioned by Trump's opponents.

Sept. 11, 2019,  the hold on Ukrain'es assistance was lefted.
