Current Federal Funds run out on Friday (effecting only 10% of all federal funds).

The take-away in this case  (government "shutdown") is that only 10% to 15% of all federal funds are affected in a "shutdown."  Social Security and Medicare are not affected.  Military pay can be affected.  National Parks may be affect  . . . . .   all depending upon the Presidents priorities.  If you remember the last shutdown;  Obama cut services that would get the most attention i.e. the most bad press.  

Who will get the blame?  We don't know,  but we do know that Trump believes it will be the Dems.  Knowing his track record,  many observers believe that Trump will win the blame game.  He already has,  to an extent.  Last week,  the Dems issued an ultimatum,  one that demanded the inclusion of the Dream Act  (DACA).  They,  then refused to meet with the President and Trump returned fire with a photo op,  him seated between two empty chairs,  reserved from Nancy and Chuck.  This week,  they were again invited.  And this time,  they accepted.  They claim that Trump learned his lesson,  last week,  when,  in fact,  they were embarrassed and decided to distinguish that fire.  

The Hill:   The White House budget office is preparing for the possibility of a government shutdown as Republican leaders scramble to reach a funding deal by the end of this week.

Office of Management and Budget (OMB) officials held a conference call with federal agencies on Dec. 1 to ensure that they are planning for a potential funding lapse. Current money runs out midnight on Friday  (effecting only 10% of federal funds  ~  editor).

Such calls are required exactly one week before funding expires, OMB said, regardless of whether that scenario seems likely or not.

During past calls warning of a shutdown, OMB officials have urged agencies to begin preparing notices to all employees, as well as a list of “essential” employees who would continue working in the event of a shutdown.
