Editor's notes: For starters, Trump is not "punting" when it comes to his decision on DACA. He is not a legislator and he cannot fix the program. He can undo what Obama foolishly did with Executive Order, and he should. Democrats vow to contest this unconstitutional program, but on what basis? It is not a legal solution. Neither is it Constitutional.

At any rate, Congress wants to have a hand in making the decision on DACA, and Trump is giving them the time needed to get something done. How is that punting?
