Also, Pelosi is the first Dim to call for an Independent Prosecutor.

An Independent Counsel works within the frame work of the FBI.

An Independent Prosecutor is its own institution. If the Dims fail to dig up impeachable offenses, Pelosi clearly plans on calling for and Independent Prosecutor.
