Yesterday, Pelosi is on record saying, "We may not have a quid pro quo but we have the quid, and that is all that is needed."

You can parse this any way you want, but "quid" means nothing if not in the phrase "quid ro quo." what then is the impact of her statement? Simply that she does not have a quid pro quo for the sake of prosecution. It is not enough to ask for a "favor" when there is no exchange of value for value. Such is the definition of "quid pro quo."

In the end, Pelosi does not have a clearly stated "quid pro quo" and she knows it.
