While Hillary ranks 3rd, she falls far behind the Most Influential of Secretary of States. Kerry, on the same list, finished dead last.

Kerry has been busy,  far more so than Hillary,  but has accomplished next to nothing  -  a record of "accomplishment" as dismal as the ex-First Lady's,  but,  without the Benghazi disaster.  Madeleine Albright,  a flaming Utopian liberal,  was much more accomplished than Hillary, so much so,  that Hillary's place on this list has everything to do with politics and nothing to do with reality.
