Did he or did he not
change the work rules of the Clinton Welfare Reform Law? The GAO has the
definitive answer.
Whatever happened to the debate that “Obama had gutted
the work requirement written into the Clinton welfare/work reform law?”
Well, as it turns out, there is an official investigative
body that passes judgment on such matters. It is called the
Government Accountability Office (GAO) and it is charged with examining
matters relating to the receipt and payment of public funds. It is
my understanding that Congress can ignore its directive, but at its
own [pr] peril. In fact, Congress never ignores the
directive of the GAO.
On the first day of the DNC, last week, the GAO
announced it had determined that Obama had, in fact, changed the
work rules found in the Clinton era Welfare Reform Act, despite all
denials to the contrary. More than this, the GAO issued
this demand: "It must be submitted to Congress and the
comptroller general before taking effect," GAO general counsel Lynn
H. Gibson wrote to
lawmakers on Tuesday.
"This analysis is unequivocal that any changes must be
submitted to Congress," Hatch said. "Circumventing Congress, as
this White House has done, is a flagrant abuse of our system of checks and
balances and an insult to American taxpayers.”
