Contrary to popular fanticies, the President cannot go "rogue" if we are talking about changes in policy, either past or present.

Editor:  Again,  if the President is acting inconsistent with recent/past policy,  it simply means that,  for the moment [at least],  he has decided to enact a differing policy since he is the only one who determines policy,  especially foreign policy.
