They have to vote on ending the ObamaCare mandates, but no vote is necessary to . . . . .

They have to vote on ending the ObamaCare mandates (individual and employer),  but no vote is necessary to order the IRS to stop asking about individual mandate compliance.  (See my article on Trump's memo ending IRS meddling as a police force).

I do not believe the employer mandate was ever put into effect.  

If not,  ending the IRS's role of policing for health care compliance may be the effectual end of ObamaCare,  freeing businesses and especially small businesses,  to hire and grow their companies without forced healthcare compliance.
