A Fox News report (Outnumbered) has this to say about the American Dream in the US versus other nations:

A Stanford economist and NY Federal Reserve president,  William Dudley, revealed that achieving the "American Dream," is more difficult to do in the U.S., than in some (read "a few") other countries.  The chance to move from the bottom quintile (after leaving college) to the top is 7.5%, for Americans.  In the tiny country of Denmark,  that rises to 11.7%  and in Canada,  with far fewer people than in the States,  the opportunity to move from the bottom to the top quintile is 13.5%.

School vouchers and charter schools,  per Dudley,  are available tools to improve the opportunity for upward mobilbity.  I would add "affordable college education,  at least at the junior college level" and an sharp increase in vocational schools/training.
