BTW,  a federal judge in Texas, Monday night,  shot down Obama's illegal "amnesty."  Of course there will be an appeal,  but many of us need no reminder when we read that Obama,  prior to his amnesty decision,  spoke out against such immigration policies more than 20 times.  In other words,  Obama,  himself,  actually said in no uncertain terms,  "I would like to change immigration policy but that is not within the power of the Presidency"  (or words to this effect).  

Also,  understand that the HHS would not "shut down."  Around 80% of those employed at HHS,  are deemed "essential employees,"  and would continue their work at the agency.  

In the video,  Boehner   refers to the congressional legislative process as laid out in the Constitution,  something our Congress has not followed  (talking about the designated process) sine Obama and his One Worlders came into power.  And here is the process as designed in the Constitution:  the House argues for and creates a bill.  That bill is, then,  sent to the Senate,  where it is debated,  goes to committee,  debated again, and sent back to the House.  At this point,  generally,  we have two congressional bills,  one from each house.  A committee of Senate and House members gather to reconcile the two bills.  That reconciliation is sent back to each house of congress for approval.  If approved,  it then goes to the President for signature.  This process has been completely ignored by Harry Reid and H Obama,  for six years.  Harry Reid,  when leader of the Senate,  accepted more than 360 bills sent from the House,  put them in his desk drawer,  and simply let them rot.  THAT passed for "procedure," until now.  He did not even bother to pass a budget during that six year period.  

This is the problem the GOP faces  . . . . .  and it includes a full on repair/return to Constitutional guide lines.
