<<<<   Two charts, here,  one showing that,  beginning with 2010,  federal highway outlays exceeded taxes collected.  The second chart,  the bar chart,  shows,  that under Obama, and since the recession of 2008 - 2010,   the raid on national highway funds has been nothing short of criminal.

Now,  for our lede story.

Lede story up for discussion in this post:

WASHINGTON (AP) — With time running out, the White House was preparing to press Congress next week to keep money flowing into a federal fund for road and bridge repairs, warning of economic harm, lost aid to states and idled construction workers unless lawmakers act.
Transportation Secretary Anthony Foxx has said the federal Highway Trust Fund is expected run dry by late August. Without congressional action, transportation aid to states will be delayed and workers will be laid off at construction sites nationwide, Foxx said.
To that end, the White House will spend next week highlighting the issue and pressing for action. In contrast to President Barack Obama's 2014 goal to act without Congress wherever he can, the highway funding issue is not one he can solve on his own.
On Wednesday, Obama is scheduled to speak in front of the crumbling Tappan Zee Bridge, a major Hudson River crossing north of New York City, to press for action. A replacement is currently being built for the nearly 60-year-old, 3-mile span at a cost of $3.9 billion, largely financed by bonds that will be paid for through higher bridge tolls.
In New York, Obama will also highlight steps the administration has taken to cut red tape, modernize the federal permitting process and reduce the timelines for approving projects, assistant White House press secretary Matt Lehrich said Saturday. http://bigstory.ap.org/article/white-house-focus-road-bridge-repair

Editor’s notes:  To begin,  there is no such thing as a federal or state level “trust fund,”  only line items on an "official" ledger, somewhere.

In the case of highway funding,  federal gas taxes are,  largely, diverted to other programs.  The federal highway tax,  then,  is an accounting scheme to transfer wealth from the pockets of hard working Americans and corporations (but,  mostly,  the middle class worker)  to federal programs that are “other than” infrastructure and,  specifically,  highway maintenance.

This procedural bit of malfeasance,  is exactly why Social Security owes itself more than 17 trillion dollars.  They call it “unfunded liabilities.”  The fact of the matter is this:  “unfunded liabilities” exist, in part,  because monies designated for a particular use,  and,  sold to the public as such,  are or have been diverted to other state and federal programs.  Most of the trillions of dollars collected in the name of “Social Security,” for example,  have ALREADY been used to “feed the poor,” fight aids, "invest" in solar cars,   or,  in some other way,  scam the taxpayer.

Understand that feeding the poor is a good thing; so too is the fight against aids,  but stealing money reserved for one program to pay for another,  is a scam,  nonetheless.

To state it plainly,  “unfunded liabilities” represent the misappropriation of funds by state and federal agencies/governance.  There is never an exception to this factoid.

Secondly,  nobody is going to run out of money.  That is a blatant lie,  told by greedy politicians,  to get more money.

Remember the “Sequester?”  All that talk about federal layoffs and dire consequences?   Well,  as it turns out,  none of that happened.  No one lost their job because of  “sequester.”   Again,  the talk was Progressive Blow for the purpose of  “fund raising, ”  a scheme of the Bund Offizielle and national elitists who never have enough of our money to spend on their pet programs and Utopian schemes.

A second glance at the news excerpt,  above,  tells you that the money needed for that bridge under construction,  comes from the sale of bonds approved by the voters.  Federal funding may amount to 5%/10%,  but no more,  as a rule.  And those funds are part of a contractual obligation between the feds and the state or local agencies.  The only reason why those funds would "stop,"  is because they have already been spent for something else.  But, in reality,  the federal funding will not "stop."  It will only take longer to be doled out to whatever government agency,  since it is a contractual obligation.

A third point is this:  Obama already "fixed" our national infrastructure.  No?  What about "all that money" set aside for infrastructure, via the 2009 Stimulus?  Where did that money go?  The truth of that matter is this:  those funds went more to fund union legacy programs than it did for any stated "Stimulus" purpose.

Has anyone made note of the fact that this clown of a "president," simply cannot come up with anything other than rehashed, old ideas, and, money making schemes?  There is no sense of the profound,  with this guy.  He is a rich young ruler,  with old world Marxist ideas and new age Utopian dreams,  and nothing more.  He has been a disturbing,  frustrating,  and convoluted waste of time  . . . . . . . .   and we still have more than two years of this nonsense,  remaining.

We are all soooooo  screwed.

Update:  Besides waste, fraud, and the misappropriation of funds,  another reason for the existence of "unfunded liabilities,"  is the inability of the particular government agency (federal, state,  or,  in some cases,  local) to accurately forecast or predict a program's future needs.

Take Medicare,  for example.  It has an unfunded liability of more than 42 trillion dollars.  Part of that is waste and fraud. But another part of the Medicare problem is the financial burden that is ObamaCare.  That reform bill does not begin to have enough money,  needed to fund itself.  As a result,  before ObamaCare can begin to function,  we learn of the diversion of nearly a trillion dollars from Medicare funding into ObamaCare,  to "balance" the books on that miserably devised program.

In the case of Central Planning (aka "the feds"),   there is a pathological/systemic inability to limit a given program to its funded capabilities.  So,  the "need" is there and increasing,  and the money is "spent," whether "they" have it or not,  and the taxpayer has no choice but to deal with it.  Why?  because there is no other source of money for the feds but the taxpayer,  and,  the little do-gooder, unelected and unnamed punks (they are called "bureaucrats") who actually finish writing our laws and run our government,  don't give a damn about where the money comes from.

THAT is how our federal government works.

Think about it:  that 2700 page ObamaCare bill,  signed into law,  March 23, 2010,  now has more than 27,000 pages.  Where did all that come from?  I am telling you,  those pages -  the real ObamaCare law - came from the minds and hearts of the do-gooder, unelected and unnamed punks  (they are called "bureaucrats") ,  who are employed/appointed by the folks we elect.

THAT is how our federal government works.

  1. Poll: Most favor keeping Obamacare

According to the poll, 61% want Congress to leave the Affordable Care Act alone (12%) or make some changes to the law in an attempt to make it work better (49%).

Thirty-eight percent of those questioned say the law should be repealed and replaced with a completely different system (18%) or say the measure should be repealed, with Americans going back to the system in place before the law was implemented (20%).

  2. Actually, only 12% like the law, the way it is. 38% do not. The remaining 49% want the law changed or reworked "in an attempt to make it work" (exact wording from the survey”). In the same survey, a full 47% do not believe effective changes will be made in spite of the fact that these same people believe changes are needed.

Which means, almost no one believes the law is a good, as written. Most importantly, the unpopularity of the law, AS WRITTEN, is very much the same after Obama's "victory lap" as before, and the CNN article you are quoting, makes mention of that fact.

The Slickster fooled no one. He has been branded as a liar, and he will not excape that label, especially in view of the fact that he continues to play word games with just about everyone who bothers to listen to his tripe.
