As reported in Politico: Chao said that the consumer portion of the website, including account registration, plan shopping and enrollment functions, won’t be affected by the ongoing development effort, but that “back office” functions including accounting and payment systems were not yet complete . . .
The "back office functions including . . . . payment systems" are those functions that record the sale, send off billing and qualifying information to the insurance companies so that the clients can be billed and coverage may begin.
The insurance companies receive this information, enter the client into their systems and send them billing for their insurance coverage. The insurance policies are not effective until and unless payment is sent back. Mr. Chao is telling congress, as of today, November 19, that the Administration cannot send this billing information to the various insurance companies. In other words - of the 300,000 or so who have "signed up" for ObamaCare, NONE of them are known to the insurance companies , no bills have been sent out, insurance companies have not received payment and . . . . . . . . . NO ONE IS EFFECTIVELY INSURED as of this day.
