The next step is a "conference committee" and the Democrats know this, but they are about Chaos, not cooperation.


Alex Seitz-Wald at ThinkProgress: Speaker Cuts Off C-SPAN Cameras When Dems Attempt To Bring Vote On Payroll Tax Cut  —  During a quick pro-forma session of the House this morning, Republicans rebuffed a Democratic attempt to force an up-or-down vote on the Senate-passed payroll tax holiday extension, which Republicans have thus far refused to allow. . . . . 

And so goes the complaint from the Marxist Left at “Think Progress.”  What the foreigners at “Progress” don’t tell you is this:  there was, indeed,  an up or down vote on the bill.  The senate had their vote, also.    The next step is NOT a vote in either of the two houses of congress,  but,  rather,  a meeting of conference committee to work out a compromise  --  something the Democrats no longer do (since obama took office ) but,  which has been done decades. 

Understand that the Democrats want the governmental processes to appear broken so they can simply legislate into existence a new government process without having one of those pesky constitutional crisis.
