Rep. Mike Pence appeared Tuesday on CNN’s American Morning to talk about a new Republican initiative being announced later in the day.

Washington (CNN) - House Republican leaders are drafting a blueprint similar to the 'Contract with America' that will lay out policy items they will pursue if they win back control of the House in November.

The twist, however, is that they are inviting constituents to let them know what issues they want the House members to focus on.

The lawmakers expect to release more details of the "America Speaking Out" initiative at a press conference scheduled for Tuesday morning.

"As we raise the curtain today on AmericaSpeakingOut.com we'll say yes, we have principles built on fiscal responsibility, strong defense, values, limited government," said Rep. Mike Pence of Indiana on CNN's American Morning. "But we believe the best ideas, the best articulation of those principles comes from Americans and so as we build a governing agenda for this Congress, and we want to be listening to the American people which is a pretty new idea in the last year and a half here on Capitol Hill."

In addition to meetings, the initiative will reportedly have a social-networking component: a website where citizens can earn points by suggesting ideas and others can vote on them.

"This is a state of the art - what my kids would say 'really cool' - social networking site where people can put up ideas, other people can rate them, score them, thumbs up, thumbs down, it's really going to be a lot of fun for people and it's going to help us develop the governing agenda for this Congress," added Pence, chairman of the Republican Conference and a possible contender for the 2012 GOP presidential nomination.

Republican officials say they hope to release a final document on their party's agenda in September, two months prior to the November midterm elections. Republicans need to win back 39 House seats from the Democrats to regain control of the chamber, which they lost in the 2006 elections.

The Republican Party released its 'Contract with America' during the 1994 Congressional election campaign. It outlined the actions the party would take if it became the majority party in the House - which it did.
