Has the Pentagon decided to act outside the will of Obama?

After reading the article by Byron York, here,  you will understand more about Obama's distressing "rules of engagement."  Turns out that he believes you can wage an effective war against ISIS without killing any,  and I mean "any" civilians   . . . .   no collateral damage.  

So,  he lost the war in Afghanistan because he could not allow collateral damage.  And now,  that is where we are,  as a military force,  in the battle against ISIS.  

So our planes destroyed 116 trucks hauling oil to the black market,  for ISIS.  There are only 300 trucks in the ISIS force and we destroyed 116 of them,  yesterday.  Why did we wait 14 months to make such an attack?  Because Obama was afraid that some of the drivers might be innocent civilians.  

My question is this:  Did the Pentagon act on its own?  My guess is,  "Yes they did."
