Leon Panetta, past Secretary of Defense under Obama, suggests that a Status of Forces agreement was not critical to leaving troops behind in Iraq. Heck, we have troops on the ground with no Status of Forces Agreement, today.

In a 60 Minutes interview set to air Sunday night, former Secretary of Defense Leon Panetta says that President Obama should have left a residual force to “continue the momentum” America had going for itself in Iraq, and that he wasn’t confident that pulling out was the right move for America.  (Source of quote is here). 

Editor's notes:  If we "should have,"  we could have.  It is that simply.  Understand that Panetta was a member of the "inner circle" in the WH.  

Obama has blamed Bush for not finalizing a Status of Forces agreement,  one which he told Romney,  in a 2012 debate, he did not want.  In fact,  in that debate,  he made an argument for not leaving any residual forces in Iraq.  That's point one.  

Point two is this:  We have 1700 troops in that country, now,  and are flying bombing runs on a daily basis,  all without a Status of Forces agreement.  Which simply and profoundly goes to prove what a bogus argument is this business of Status of Forces.
