While his approval numbers are low, still, Obama's best worst numbers include his foreign policy. Here is a quasi/comprehensive review in brief, of his track record as to international policy.

<<< Obama, in his first years,  went out of his way,  making friends this Chavez,  proving his alliance with radical socialism.  Never mind that Chavez was a murderer and champion of state-sponsor domestic terror.  
Thanks to Breitbart.com, here,  for the list below.  I have added my comments and highlighted what I see as critical.  Understand this:  Obama has proven himself to be the most destabling force in modern,  post WW II history.  
No mention is made,  on the listing below,  of N Korea,  the Chinese military aspirations against Japan,  the doubling of the Chinese military and its efforts to move the world's trading economy away from the "dollar,"  the Chinese/Russian alliance in its decision to spread its influence - in defiance of the US - into Central and South America,  the growing Islamic threat in Africa for which Obama has no solutions.  Finally,  I would add to the list of failures,  below,  Obama's appointment of John Kerry,  as Secretary of State.  This man,  a traitor to the military effort in Viet Nam,  has accomplished absolutely nothing,  and has spent an enormous amount of time doing so.  Can you imagine spending 6 hours on the phone,  with this blow-hard, yet, that is a part of his rhetorical/diplomatic strategy.

1. Syria. It is odd that an institution devoted to the memory of the Holocaust would honor Obama after his abject failure to prevent or even mitigate the ongoing slaughter in Syria, which has claimed well over 100,000 lives and has involved the use of chemical weapons, which Obama claimed was his "red line" in the conflict. [The number of dead is closer to 180,00,  while 300 was the 'magic number' before Obama decided to take out Gadaffi - a decision that has left 4 dead in Benghazi and a nation in civil ruin].  
2. Iran. In June 2009, Obama did nothing to stop the murder of pro-democracy demonstrators in the streets of Iran [when the youth of that country were holding up signs,  for the world to see,  begging Obama to "come and help us], who once stood a chance of toppling the ayatollahs' dictatorship. By allowing the regime to consolidate its control, in fact, his [Obama's] passivity enabled human rights abuses on a nationwide scale, which are ongoing. 
3. Ukraine. Obama's "reset" with Russia achieved nothing except the invasion and annexation of the Crimea  . . . .    Obama's passivity in Ukraine may also have consequences for other former Soviet satellites as Russia reasserts its imperial goals.
4. Egypt. When he took office, Obama cut support for pro-democracy groups in Egypt, shifting away from the "freedom agenda" that he associated with George W. Bush's interventionism. After the Mubarak regime fell, he supported the repressive Muslim Brotherhood government, ending all pretense at human rights credibility.  [by every measure,  Obama's back-stabbing of Mubark coupled with his support of the repressive Muslim Brotherhood,  shows his allegiance to radical reform,  the world over].  
5. Honduras. The Obama administration actively supported would-be dictator Manuel Zelaya, who blamed Jews for his fall from power. In defiance of the Honduran courts and constitution, Obama went to extraordinary lengths to deny legitimacy to the newly elected government, aligning instead with Latin America's leftist tyrants. [and he did so,  just 4 hours after this event becoming public knowledge  -  no preparedness at all,  just a typical Obama knee-jerk reaction,  and miserably failed one,  at that].  
6. Freedom of Religion. The Obama administration co-sponsored a UN Human Rights Council resolution that restricted freedom of expression, in deference to Islamic states that want to criminalize criticism of Islam. The text of the resolution also called for similar regulation of the media, in defiance of the U.S. Constitution.
7. China. . . . .   Joe Biden, gave tacit endorsement to China's one-child policy, which has resulted in female infanticide and forced abortion.
8. Palestinian Authority. The Obama administration put new pressure on Israel to make concessions [while it]  ignored ongoing support by Palestinian leaders for terrorism.
9. National security. Terrorists who might perhaps be detained are instead killed to avoid internment at Guantánamo Bay. [Obama disbanded the CIA interrogation units and replaced them with nothing.  We know less about Radical Terror plans,  than we did before the Twin Towers].  
10. United Nations. President Obama ensured that the U.S. join the UN Human Rights Council  . . . .    [and was the first American president to submit written accusations of America's "violation of basic human rights,"  as if our misgivings are on the same plain as Libya, Yemen,  Iran,  Cuba,  Venezuela].
