No one across the board, nationally, is impressed by congress . . . . and, there is no reason to believe this is a sole reflection against the GOP.

Note this:  there is no practical difference between the approval rates expressed by Republican Americans,  Independents or Democrats. Also,  understand that the Senate under Harry Reid's dictoral rule,  is the least productive Senate in our history.  The House is the sixth least productive,  much of that because of House legislation sent to the Senate and awaiting action, there.     

The House,  since being run by the GOP (starting in 2011 after the 2010 elections),  has passed a budget,  each year,  while Senate leadership no longer works to pass a budget,  as required by law.  We have not had a budget in five years, approved by both Houses and signed into law,  solely because the Democrats and Mr Obama want to avoid the critical light of a budget debate.
