Did Obama just sign onto Romney's presidency??

So,  yesterday,  Obama told a Latino audience that the most difficult thing he has learned as president,  is that you "can't change Washington from within"   --  as if that is his job as president of the United States,  a position for which he swore allegiance to the Constitution,  the same constitution that commands the process for getting things done.

Question:  if you have to be an outsider to get things done,  what or who is Mitt Romney if not an "outsider"  and why isn't this an endorsement,  of sorts,  of Mitt in view of Obama's four year debachel?
