Senator Rubio predicted this very type of Russian attack, two weeks ago, during the CNN presidential debates. If Rubio saw this coming, why not Obama? The answer to that last question is a single word: Incompetence. Worse yet, the one word answer might be the phrase, "He just doesn't give a damn." There is no difference in effect between the two answers.

"Area of armed activity" is the area controlled by the Free Syrian Army. The Southern border, presented without ISIS locations, (ISIS did not exist in 2012), but is the border along which ISIS now occupies. ALL of the Russian bombings took place in the region north of Damscus along the Western Region, up into Azaz. In other words, Russia did not come close to bombing ISIS on this first day of Russian hostilities.
