So how does free college education work when it really is not free?

Editor's notes:  A few questions:  If we give everyone a free college education,  how do the colleges and universities deal with the drastic and immediate up-surge in attendance,  the hiring of thousands of qualified teachers,  the construction of billions of dollars of new facilities and classrooms,  the increases in insurance and property taxes.
 
And what if the student does not finish.  Are we supporting those who go to college just for the fun of it,  quit before getting degree,  and run off to collect welfare,  free and clear of any college debt?  
 
Then there is the issue of those,  before free education,  what about their debts?  
 
Good grief.
