Executive Order — National Defense Resources Preparedness

Understand that this is not a memo. It is an executive order. In other words, it is a statement equivalent to a legislative law.
On November 25, of 2011, I posted a list of 22 issues that needed to be corrected in this article: Repeal or Replace: our 22 point list of what needs to taken down, all ...(go to our menu bar above and click on "pages: repeal and replace") . One of the more critical concerns on that list had to do with the ease of establishing martial law.
As to the exectuive order released early this morning (Sunday, March 18,2012), if I misunderstand its meaning, I am not the only one.

Update: according to the conservative and well respected, The Daily Caller, this order was signed on Friday and has nothing to do with martial law. You can read that report here.
As for me, I will wait until the day (Monday, the 19th) works itself out. The article is written by the Daily Caller's executive editor. Me? I am a layman hick ex-carpenter. Right or wrong, I will continue to maintain my concern that we have given our presidency entirely too much power. A president has the legal ability, in fact, to take over this country and run it for a time as a dictator would.
Update: here is a question that I should have included in the original text: why did Obama assume that this "revision" was his sole responsibility? Previous revisions were done in conjunction with congressional review. Obama, once again, circumvent the larger federal government entirely, with the writing of this executive order.
On the page in this blog's menu bar, I have a 22 point article entitled "Repeal and Replace." That page is dedicated to the several points listed that need to be reconsidered in the context of the increasing will of socialist reformers to move away from this nation's historicity.
In writing the above, "A president has the legal ability, in fact, to take over this country and run it for a time as a dictator would," it should be noted that the only barrier to this potentiality is a ridiculous thing called "trust." We trust that the president, any president, will not abuse his power. Up until now, that has worked. Whether Obama proves to be the exception, the fact remains that, given enough time, a president will use martial law powers to avoid election results and will govern using the powers vested in the presidency per se, such as legislation via "executive order" and the rite/right to resist congressional review using "executive privilege." He has full charge of the various regulatory agencies and can use them to establish most of his agenda, even when congress and "the people" object (Obama is using this very strategy now). Finally, there are legislative laws in place that allow this government to grow and continue without a written budget. We know this to be true because there has not been a budget for three years.

Barack Obama issued an Executive Order on March 16 giving the White House
absolute control over all the country’s natural resources in case of a natural
disaster or during a time of war.
In the
order, the National Defense Resources Preparedness Order, the President granted
to himself the authority to approve the dispensing of all domestic energy,
production, transportation, food, and water supplies as he deems necessary to
protect national security.
Despite the national defense hurdle that ostensibly must be jumped in order for the order to take effect, the text of the document itself does not limit implementation to a time of war. In fact, the specific sections of the order make it clear that the President can take complete command and control of the country’s natural resources in peacetime, as well.
